VA Application Process

Application Process for VA Education Benefits

Apply online:

Applying online allows for quicker review of applications. Use the VONAPP site to fill out the Disabled Veterans Application for Vocational Rehabilitation, VA Form 28-1900 or the Post 9/11 GI Bill—Chapter 33, VA Form 22-1990.

Once your application has been processed, you will receive an e-mail stating which office will receive your application. Sometimes additional verification forms may be needed to complete your application. Fill out all required forms to speed up the process and to prevent delays.

Apply on paper:

1. Request VA form:

  • Chapters 30, 32, 33, 1606:
  • First-time applicants: 22-1990
  • Change of major/Place: 22-1995

Chapter 35:

  • First-time applicants: 22-5490
  • Change of major/place: 22-5495

2. Provide a copy of Veteran's discharge papers:

  • DD 214 or DD 2384 

3. Mail completed VA form and discharge papers to:

Muskogee, OK 74402-888
1 (888) GI-BILL-1

A Certificate of Eligibility letter will be mailed directly to the student once VA has determined the student's eligibility

4. Submit to the KPC Financial Aid Office:

  • Certificate of Eligibility letter from VA which will indicate program eligibility
  • Copy of Veteran's DD 214 or DD 2384
